Who were the men near the beginning of the movie talking about when they said that someone had been caught in bed with a witness?

I think they were other policemen talking about Stellan Skaarsgard's character. It was supposed to be a scandal that ruined his professional reputation, and we saw history repeating itself in the scene with the victim's friend, when they were going for a drive.
