House where he stashed money -- where is it?

Well, 5 and a half years later, I've returned to update this post.

The area in question is what is now East River State Park in Williamsburg, Brooklyn.

In this Google Maps screenshot you can see a building that appears in the background of most of the scenes with Marcus and Melena by the water:

The area has obviously been developed considerably since Hurricane Streets was filmed in 1997 (or was it 1996?). According to Wikipedia, East River State Park opened in 2007.
