Chicago Cab/Hellcab DVD

My boyfriend is a HUGE Cusack fan, so I got him seven of his DVDs for his birthday. I went to Amazon and had no way of knowing that Chicago Cab (released in 2009 according to Amazon) was the same exact movie as Hellcab (released in 1997).

Even the covers are different. Hellcab looks like a horror movie, the box art for Chicago Cab looks like a drama or political piece. Even the order the actors are billed are totally different. The DVD for Hellcab doesn't even mention John C. Riley.

Are there any differences between the DVDs themselves? I just thought it was really strange that the same exact movie was re-released so very differently.
