Was Mr. Wheat really the bad guy or was he just very put upon?

It seems everything that he liked was destroyed right in front of him one way or another and neither of the two car accidents he was in were his fault; not even when he parked his car outside of Mondo Burger because face fact; he arrived before the metal burger statue fell off the roof. If he'd parked under it while it was in motion; that's another story and all he did was give a test on the last day of school, wear a jeri curl wig and buy/design his own clothes to make sure they looked like they came from the 1970's/if that's his idea of style how does that make him the villain? Yeah, quite a crime.
