A serious plot hole

Did anyone, besides me, notice at the end the female psychopath named Heather was in the crowd when Ed said "Welcome to Good Burger, home of the goodburger, may I take your order"? This happened at the very end. I thought it was weird she was in the crowd. Wasn't she suppose to be at Demented Hills? Lol. Just wondering. If not, that was a plot hole.

I remember when I saw this in theaters a long time ago that I noticed her. Even I wondered the same thing back then.

The institution likely closed down. Instead of being relocated she was freed.
