Who is the chick with the short black hair?

I downloaded issue #19 through uTorrent(it's basically 23 images),and was wondering if anybody knew who that girl with the short black hair is.She was talking to some blond guy on the phone.I've got issue #46("Chang,Percival Chang",I got it when I went to America many years ago.)and noticed that she wasn't in that issue.

And Caitlin's father died?I thought he was already dead!!!They don't sell Gen13 comics here,so you guys are going to help me out.
