Question about an uncredited character

Wasn't the guy who played "Kingpin" (who actually only had maybe a few lines throughout the movie) the same guy who played the bishop in the movie The Gospel and also the same guy who played the character of "Andre" on the TV series Roc, which also starred Charles S. Dutton, who only had one scene in this entire movie (at the county jail when they had the rival gangs separated into to two large holding cells)?

"I'd be very happy to be myself if I could remember who I am. Who am I?"
