with a name like face/off you're thinking 2 worthy opponents are going to have a face off.

with a summer blockbuster called face/off you're thinking 2 huge movie stars known for their action and fighting skills are going to go up against each other in a fight.

and i think the face switch angle to the film would have worked fine with the two of them.

No it shouldn't have. Stallone and Arnold are way too similar and have a limited acting range when compared to Cage and Travolta.

Nah, take Nic Cage out of this movie and it's nowhere near as good.

Stallone and Arnold would've still been cool, but this movie needs Nicky Cage.

They have completely different heights and muscle mass. It's already a silly movie, but it would be even more unbelievable if they supposedly switched faces but grew/shrank several inches and lost/gained about 20 pounds of muscle inexplicably.
Besides, Travolta and Cage were hamming it up so well in this movie, I can't imagine anyone else.

I kind of wish that there was an alternative version of Face/Off with Michael Douglas and Michael Keaton. It would've gotten into the meta-textual area considering that Michael Keaton's given and legal name is Michael John Douglas. He wasn't allowed to use his real name because there was already a "Michael Douglas" registered with the Screen Actors Guild.
