Were the script rewrites due to Rodman's sudden involvement?

I've heard stories for years now that the original script for the film (title "The Colony" I believe) was actually quite good. But then it went through some rewrites and became the cartoonish film that we have now.

I've always wondered if those changes and rewrites were due mainly to the involvement of Rodman's character... In other words, at the eleventh hour, producers realized that they could get Dennis Rodman in the film and suddenly rewrote the script to accommodate his character. Makes sense; there's really no reason for Van Damme to team up with this character anyways... Is there any verification if this was actually the case?
