Can anyone tell me who the scuba person was just before the main guy got on the plane? Was he the guy hu hit the main character at the swimming pool? How did he know?

Yes it was the guy who hit van damme at the pool.As of how he knew, i really don't know.

The question is why he tried to kill a person with a plastic bag... UNDERWATER?
Seems kinda redundant. It is like giving a random person on street a gas mask so he/she can bread on land.

Yes, it was the guy that hit him near the pool. Every person in The Colony had a secret guardian that follow their steps. If someone tries to escape, the guardian has to kill him.
