Gwen thought Ricky and Harriet were being innappropriate, as in sexual, cos she did not understand an older man hanging out with a child, whether he is disabled or not, and as Rickys mother says to Gwen 'Ricky does not know about the things that Gwen suspects is going on' or something along those lines.
So she suspected the worst, thinking Ricky was doing things to Harriet.

If I were Gwen, I would have let Harriet play with Ricky anytime she wanted to.

Don't forget that Gwen had been a reluctant 15 yrs old mom and she didn't want what happened to her to happen to Harriet....hence her issue with Harriet's relationship with Ricky.

That could never happen to Harriet even when she hung around Ricky because they were just best friends.

Just because Ricky's a grown man doesn't mean Harriet can't be friends with him. So, are you saying that Harriet was a stubborn little girl and that she should have at least listened to Gwen no matter how wrong she might have been not to let her be friends with Ricky?

Just because Ricky was a grown man doesn't mean Harriet can't be friends with him. Harriet was mean and nasty to Gwen for trying to keep her and Ricky apart. She had no respect for Gwen at all until the end of the movie when Gwen realized that she was wrong not to let Harriet be friends with Ricky.
