This movie came out several years before the Law & Order series so there wouldn't have been a conflict there. The IMDb.com "Gang Related" page says that "Criminal Intent" was the working title. Before it was released, they evidentally settled on "Gang Related." When this movie first came out on VHS I remember renting it and it was also "Gang Related." I tapped it off HBO years ago and it was also "Gang Related." I also assume, like the above poster, that the movie may have been distributed as "Criminal Intent" for an outside-of-U.S. market, probably Europe. They do that all the time with movies and books. For some reason, the European releases are always more intelligent-sounding titles. I don't really understand that except maybe for the U.K., whose citizens (some of them) tend to look down their noses at Americans and think they are smarter (and generally better) than Americans -- I call it the "Snooty Syndrome" -- so they must be given more intelligent-sounding titles. I remember when I first saw this I thought the title should have been "Drug Related" instead of "Gang Related."
