it's like the work of a 20 years old, lots of guns, fast paced without a break, exaggerated, to summarize it: simply imature, whereas "time of the gypsies" is pure genius.

I don't agree, but see what you're aiming at. The movie's a bit psychotic, like someone filming at a peak stage of the maniac phase of manic depression :) and is loud, fast and exaggerated.
This is supposed to be a comedy, rule: anything goes, so I don't think it's immature. It's just not serious. It's a lovely piece of work, amusing, colorful, musical.
Again, just forget immature, movies aren't always made good by being serious, slow, and quiet. Watch it again, maybe you'll see what I mean. Just enjoy the colors, the sound, all the tiny touches with which the movie makes fun of everything.
Hum... well, i haven't seen time of the gypsies, but my opinion is that black cat, white cat is pretty good, and really funny. It's not immature, and this guy's brains are well put in place; he's still a genious. This is a surrealistic comedy (i apologize if someone does not agree with the term), and it follows all the rules for the genre.
I would suggest that you try to enjoy it, just for the sake of enjoying the images and see the gentle side of life even under harsh circumstances. Enjoy the color, the laughing, the faces of the old characters, and the love story within and between the generations. It is full of beautiful scenes. Just that :).
