I was wondering what year is the action from the movie in ... tough to say exactly but from what I saw maybe from the computer the russian tried selling Matko it would maybe be late 80's maybe 1990 or so ?

It was the late 90's. The objects are not relevant. The russian was just selling what he had to make money. It didn't have to be from their times.
