Did he give the money to the family? Why did he undo his shirt? Im really confused about this part.

I can answer one of your questions,

He did not undo his shirt, what he did was take off his priests dog collar because he felt he had failed as a priest and friend because he had failed to help raphael.

actually he was taking off his collar because:

in choosing to help rapael, he was commiting a sin, so he was turing his back on god

Either that or he felt the situation was without any hope and lost his belief in God. At the same time you see bulldozers smashing the neighborhood down, implying that the government or anybody else just didn't care for these people anymore.

I think any of the interpretations offered here are plausible and equally relevant to the story.

To the OP: Nobody knows if he ever gave the money to the family. We can only hope.

I don't see how he could give the money to the family when he wasn't given any further instructions on how to contact, or even who the people were that would supposedly be in debt to Raphael.

So no, there's no reason to believe he gave the money to the family since there's no reason to believe he had any money to give.

Priest for sure could give the money to the family, because he obtained instructions from Rafael. It was last day morning when Rafael walked on the bus, he meet the priest and he gave to him the little notebook, in which he wrote during whole movie.
