can anyone explain one scene about the Pakistani army

when the Pakistani tanks surrounded Longewala, I thought there were 2 senior Pakistani officers, one was in a jeep, the guy that challenged Sunny Deol, and Sunny addressed him as "Ghulam Dastagir" the other officer was in a tank, and after Sunny finished his lines, the officer in the tank said, "answer him" and then the tanks started firing and the battle began.

Now my question is, out of these 2 Pakistani officers, which one was senior? was it the guy in the jeep, or the guy in the tank?

I would assume the guy in the jeep to be the commanding officer, since he addressed Major Kuldeep Singh, and Kuldeep Singh knew this officer's name.
