Was this film ment to look like a movie set in the 70's?

stylistically it seemes like the movie is supposed to look like the films set in the 70's or somthing, does anyone know if this is true????

It looks like a movie from the 90s, which it is. Nothing 70s about it.

It was just low-budget as hell, and looked it, that's all.
