Irish Film or world film?

Is this an Irish film? Seems like everyone is represented in this one. Irish, Mexican, Aussie, British. Only a few scenes in Ireland. Does that make it Irish?

90% of cast is Irish, so yes I would think it to be Irish. But I do see what you mean. The issues that are dealt with in the film are universal.
