PLEASE HELP!!!!!

Ok, I need to find a movie for my History class. All I have is a description, and someone told me to check this film, so is this it?

The movie I need is about a CIA agent who goes around the Middle East looking for a terrorost, think Osama Bin Laden doppleganger. This guy keeps eluding our agent who's going to go kill him. Our hero gets to a town an hour after he leaves. Finally he reaches a town and a woman tells him the guy's in a cave. Our hero walks into the cave, sees the guy reaches into his pocket and pulls out a piece of paper and hands it to him. "Is this my next assignment?" are the ending words of the film. It was made around 1997, and was made "unavailable" For some time. The title may be something like "Terror's Last Step", but my teacher doesn't have the best memory. I would really appreciate it if someone could give me the title to a film that's even similar to this.
