How did Jake (and the guy trying to return the lighter) each know that Sandra stole money from the guy's car?

They might have guessed it. I'm not sure that Jake knew it. "the guy trying to return the lighter" was the owner.

I figure that Santini might've spotted her running away from the rear of his car. Then as Jake and Sandra were taking off, he searched the back of the car, realized the money was missing and put it together.

That's a good explaination of how Santini knew...but I'm still really curious how Jake knew....
