The end of the movie kind of infers that Luther is free to just live happily ever after and will be re-connecting with his daughter.

He did break in and rob Sullivan, even though he helped supply the info that brought down all of the big players would he still be charged with the burglary?

Considering all that occurs during the film I don't think it's a big ask, to accept that he came to an arrangement with the police.🐭

Would it be unreasonable to assume that Sullivan made sure he was never charged with the burglary he committed? Far as I recall, Luther never directly confessed having been the perpetrator to the authorities.

He was probably granted immunity for his crimes in exchange for his testimony against the President and his staff.
