Was the president meant to be Bill Clinton & the chief of staff Hillary?

Considering that the film was released in 1997, it would seem that the Clintons would be the obvious inspiration.
It seemed to me like a mashup of Bill and Hillary Clinton with Nixon and his henchmen.

In another post, someone says the book's description of the President makes him out to look much like Clinton, but that Eastwood wanted an actor cast who didn't.
