Wikipedia's listing of TV show spinoffs lists this as a spinoff of Home Improvement.

yea it is. dan akroyd played the same character in guest appearences as tims preist. he would give him advice and such

For example, "Losing my Religion" (Season 7, Episode 8)

It's not a spin-off, it's a crossover. ABC did that a couple of times. Dan Aykroyd appeared on one episode as the priest and they were making a new stand for the holy water basin. Tim cut the hole too big and it fell through.

Brad from home improvement played the same character on soul man

The one (and only one) episode of Home Improvement he was in was the previous season, prior to the opening season of Soul Man. He appeared on Home Improvement first as the character before this show's incarnation, and as such, it IS a spin-off.
