I may have misunderstood you but Tom Kenny has been a voice actor much longer than 97. He did the voice of Heffer on Rocko's Modern Life in 93.

It's real simple. Just compare the two characters which happens to have the same voice, and similar laugh.
I know what you mean about Tom Kenny. He did many other voices for Johnny Bravo as well as many other programmes as well. But the OP wanted to explain specifically about Carl and SpongeBob. If SpongeBob were a real human, he would probably BE Carl, or look and behave exactly like him!
