What would somebody do if they thought something like this was going on?

Some people don't want to get involved. They hope somebody else will take care of it. But there are things that can be done. There's an agency called the commision for battered women. Anybody can report a suspected case of domestic violence any time of the day or night and they can do it anomynously and not even give their name. If there is even a chance that there is a woman whose husband beats her up, that woman deserves protection. It's just not OK to beat your wife.

What would happen?

They'd have a trained social worker in that house to investigate within 24 hours.

What if there was someone else, like if that woman had children? Wouldn't you think they would want to do something?

Well, yeah, but a lot of times, they don't. Because to them, it seems like too big a problem and it feels lkie they're betraying their father. They can't handle it. So, they try to pretend it's not happening.
