It's from the play - The Rain it Raineth Everyday would be the best thing to look up for it, since it's the repeating line (refrain, if you will) I don't know if it's an actual song, but chances are it was just something Shakespeare wrote and put to music, since every version of the Twelfth Night you see will have a different tune for that song, and every song really. I've seen a few where the song is actually quite depressing.

Check out a CD titled "Shakespeare at the Movies: If Music be the food of Love." You can find it on Amazon.com. It's got "The Wind and the Rain," which is the title of the song you're looking for, as well as the piano music that Cesario/Viola plays for Orsino (when he says the famous line quoted above).
The album is pretty cool, except for the fact that on some tracks it has actors saying lines from various plays OVER the music. It's got a lot of great stuff from Kenneth Brannagh's 'Henry V' and I'll admit it's kind of fun to hear the "St. Crispian's Day" speech with that cool music behind it. Unfortunately this CD does NOT have anything else from '12th Night' on it, like "Oh Mistress Mine" or "Come Away Death."

Anyway, hope this helped.

I loved the song arrangements in this movie. I would love to know if there's an official Twelfth Night soundtrack or other CD with all of them! And I agree, there was something "Beatles-esque" about them - not just "The Wind and the Rain," but also the piano accompaniment for the "duet" Feste and Toby sing.

Yes there is an official soundtrack CD. The music is by Shaun Davey. It is a ridiculous price on both Amazon.US and Amazon.UK. 100 GBP !!!!
