Joe's relationship to Matthew and Annie Kay

What was Joe's relationship to Matthew and Annie Kay? At first I thought Joe might be Annie's brother, cousin or other relative but that doesn't pan out farther into the movie. My wife thought he was their contractor but that doesn't pan out either. I think the contractor was "Alvarez" and, anyway, Joe doesn't recognize the guy who was shot who was one of the contractor's work crew. Somebody refers to somebody (couldn't tell who was talking) as "sarge" and Joe WAS wearing a brown t-shirt, normally worn by army. So, what was Joe's relationship to Matthew and Annie Kay?

He's their friend. Matt says so when he asks for help at that house he walks to after Joe gets shot.
