I think the Secret Service agent's order to "look alive" was supposed to be directed to those audience members who died of boredom in the first five minutes.

Perhaps Steve Webb, the First Assistant Director is the culprit?

This movie had some energy but the story gets lost. There's a toxic spill in Oregon and some folks get real sick and die but you're never told the chemical. And somehow it's connected to the White House but I couldn't tell you why the President is involved. He ends up at the site of the spill or near the spill to give a rah rah speech but I'm not clear as to why? In the final scene the main character goes to Congress and testifies about a cover up but the cover up is never fully explained. Ok just keep us viewers guessing.
