Harper reading?

In this episode, Harper takes down Lynch's name. He also reads out the roll in Sharpe's Battle, yet in Sharpe's Justice, Sharpe implies that Harper can't read when he says, "Well, you'd 'ave to read for that Pat." So, can he read or can't he?

My guess is that he could probably read and write relatively simple things like names or lists but not to the same standard as someone with a formal education.
