Frankie and Stoney splitting up

I'm still lost as to why Frankie and Stoney split up. By that time, NO one was after them because they were all chasing after Cleo. So she and Stoney could have gotten away on that bus. The cop that shot Stevie could have stopped the bus when he saw Stoney but I think because of his guilt that he just let her go.
