F.B.I. Director Womack and general Peterson, I guess are the real badguys of this movie.

Hummel is just using the methods he can, to get justice for those marines lost in the blackops. Men, betrayed by the US goverment, personified by Director Womack and Gen Peterson.

I'd say the other real villains are the psychopathic marines Hummel recruited. The ones he said it was his first time working with. He obviously didn't know how crazy they were.

Betrayed? They knew what they were signing up for. It may have been a shítty deal but they took it. If the Government told them they would get recognition and payment and reneged then that would be a betrayal.

I've had a lot of sobering thoughts in my time Del Boy, it's them that started me drinking!

Every soldier deserves the right to a burial. That's pretty coming knowledge. Hummel clearly states that they were left to rot.
