Looking for a movie similar to Pusher...

I thought I was looking for a Pusher movie but was mistaken.
The movie i'm after is European possibly eastern.
I missed the start of the film but the storyline is:

A drug dealer is severely burned, and stuck in hospital close to death.
He is covered in bandages, sure to die. One of his buyers/friend
takes over dealing...and the movie follows this young man
as he goes around town to various junkies etc...

Its framed as a man trapped in *beep* circumstances.

It's a cool movie and stylised with a washed out bluish look, and had great sound design. The lead had a shaved head.

What is this movie? Any help appreciated ;)
