Help Please!!! (Possible Spoilers)

Just saw this movie last night, great flick. Can't wait to see the others.

Although there's one scene I didn't quite understand, when Frank is in the washroom at the strip club making some kind of deal with this guy in a ponytail. (The same scene where the dude tries to sell him a gun). What exactly is the deal that's going down? Is Frank selling him some heroine? What's the transaction, he ends up with 4 grams from the guy, but why?

Just need help understanding that whole scene if anyone could clarify it. Thanks a bunch!

Frank was setting up a deal to sell the white heroin he was getting from Amsterdam so he could pay off his debt to Milo, hence why he was delaying going to see Milo since the woman he sent was late getting back so he didn't have the money. I assume he was also buying some stuff so that he could get high in the meantime since he seems to have a bit of a drug problem himself, or he was going to flip it at the party he went to with Vic.
