9th Street Drop Off Centre

Hi,
I just want to know, what's a drop off centre? This film was set during a school day, and the kids missed the field trip bus, so they go there. Is it like a daycare, or school or what? She refers to the 'teacher', but that's not their school, so can any kids be dropped off there? I was just wondering about this.. thanks.
