Similar to an episode of Crime Story???

I remember there was an episode of the classic cop drama Crime Story in which a nuclear scientist was killing hookers but was protected by both the US and Mexican governments.
I also thought it was odd that Nolte and his men seemed a lot like Mike Torello and his guys.
