Ok, so Billy Jones registered for college using the name Kevin Shane, and using his high school transcrpits.

So, how did Billy pay his tuition? Also, did he actually attend any classes? How was he doing in them? The counselor called him in because she was suspicious when a person with the same name submitted an application using the same transcripts. How did she know which one to be suspicious of? Did she check and see if Billy/Kevin was actually attending classes?

From the sound of it, Billy (assuming even that was his real name) had access to a lot of Kevin's records. Remember that he was calling about "his" credit card and knew the real Kevin's mother's maiden name? So he just might have gotten fake ID in the name Kevin Shane also.

Do some states actually keep a record of people's photos? I know that in NJ, they do not do that. At lease they did not at the time the movie was made.
