This made Steven Seagal look like Tom Cruise

Actually, I thought this was very decent for a Canadian B-grade action film. The production values and direction are good, the acting is acceptable and overall it's surprisingly polished for something that was probably made as a cash in on the upcoming Face/Off at the time.

If you thought this was that bad, you can't have seen many Canadian movies or B-movies for that matter.
