It resembles the lottery in some way, and I saw it a long time ago on TV but could never find it. It's about time travelers or something and they either mess up time or go to another dimension where people pick criminals or people at random on television and chase them around with silver bats with a small black shamrock at the top. If anybody knows the name it would be cool to see this film again.

shareI was just thinking of that episode of the tv show when I watched this movie. Its called Sliders, with Jerry O'Connell. That episode was way better than this movie.

shareWow lol I never expected you to come back to your post, so I never checked to see if you answered until a year later lol. the name of the episode is called The Luck of the Draw. You can watch the full episode here on imdb which is what I'm about to do.
UPDATE:
I just watched it and it had everything except for the baseball bats. Could it be possible you are thinking of the show sliders and another movie? I say this because in another post for this movie, somebody was asking about a movie like the lottery and it involved baseball bats. No time travelers though.
