All Dan Cortese's character had to do was go and talk to a one Mr. Fox Mulder. A perfect small town X-File, Problem solved!

Or even better, Dan Cortese's character could have gotten the hell out of dodge the moment he noticed all the weirdness. Who said he had to do his father's ashes that exact week?

He should have gotten permission to spread his fathers ashes from a bigger authority than that podunk town.

Life is never fair, and perhaps it is a good thing for most of us that it is not.

Or he could have taken those police officers to the cemetary first! Instead he goes to the townsfolk expecting them to confess that they sacrifice a person every year. If he had gone to the cemetary first he wouldn't have ended up in the mental institution at the end.

And where was his grandmother. Did they lock her up somewhere?

The easy solution is to just not ask for permission. Just go to the cemetery, dump the ashes over your mothers grave and then leave. I’m would carry out my fathers last wishes regardless.
