Cats on the ceiling?

I've never once laughed at this scene. I just don't get it. Is there some significance of cats on the ceiling I'm missing? Or is this an uncharacteristically non sequitur gag?
Don't get me wrong, I'm a huge fan of the Kids, and I know explaining a joke always kills it, but can anyone give me a reason to find this scene funny?

This is a common side effect of using mood elevating drugs in cats.

I crack up every time Chris hollers: "Cat on my head! Cat on my head!".
