Different times. The G rating is almost dead and rarely used these days. Animation companies shoot for PG as they think it broadens their films appeal.

Well this came out in a different time of animated movies in the 1990's the only ones that were getting rated PG in the United States was released the two animated movies from Dreamworks in 1998

How is this G, but Tangled and Frozen are PG?

This movie deserves a PG rating with its dark themes. Just take a look at how evil Frollo is.

The fact that humanity has collectively gotten a stick up our arse over the past two decades isn't shown any better than over the fact that Frozen (2013) and Moana (2016) got a PG rating while this much darker and handling maturer and more relating-to-Real-Life themes, got a G rating.

All we have to decide is what to do with the time that is given to us

They simply can't have watched HOND and just assumed that a Disney movie had to be G-rated.
But it would definately get at least a PG rating today.
