Was this movie before cell phones? I seem to remember cell phones being around at this time. Why didn't one of the parents just call out...

I don't think they were THAT big... Clueless was made a year before this and they all had somewhat reasonable sized cell phones. But yah you're probably correct about the "rich folks" part. It just surprised me that not even the business man character in the movie had a cell phone.

Maybe there was no reception, as the basement was pretty much sealed off to the house?

In 1996, cell phones were still pretty uncommon. Even if the parents did have them, the kids probably confiscated them first.
