After The Blood-Red Van fell into the water, there is a sign that says "Puppies For Sale"

I think it was because they were selling the dogs to various animal laboratories. When I was younger, I always wondered if maybe they weren't so bad and were planning on selling the dogs on the street or something, but of course, the guy tells Chance that he's going to the lab. So it can only mean that they were evil.

They were bad and did sell the animals to laboratories...but perhaps at one time or another they had simply tried to sell pups for extra money...I was never 100% certain, because there really is no way to be, but it didn't seem like a very unusual thing to have been inside the van.
