Why does this film look like it takes place in Tsarist Russia?

I guess Tsarist Russia copied a lot of the latest fashions and architecture from places immediately west of it, and Scandinavia was pretty close. Kobenhavn is not too far a sail from Saint Petersburg.

LOL Hamlet is set in 1300's, there is no logical reason for them to be dressed this way according to history.
In fact it is because the costume designer was inspired by turn of the century Russian wardrobe when working on this film.
