Why no blu-ray?

I know that there's no love lost between Warner Bros. & Seagal.....but you'd think that (given some of the dreck they have committed to BD) that they would release this movie (not to mention ON DEADLY GROUND and FIRE DOWN BELOW?)
Mind you, it took WB years to give EXIT WOUNDS a blu-ray release?
