Dude, go on Wikipedia and read the articles on maneaters. It's insane, some of the stories about leopards, lions, and tigers are terrifying. They had to bring in the best hunters from around the world and in almost every case, the hunters failed in their first few attempts and sometimes gave up.

sharethey had no access to guns. only officers of east indian army and the police had the guns. And these lions could not be killed in one shot. you needed proper plan to ambush it and hit it. even the man who killed them took several shots is it not?
they could not be killed by impaling with machette or knives or spear or mace ( it was nearly 9 feet is it not?)
the first one had leg injury and came back for revenge( took 9 shots to kill it right?) and the second one also needed more. so it needed a proper hunter with real shooting skills with a aggressive and moving target!. and guns was not multi-shot. had to be reloaded perhaps at best with 2 rounds!
And since it was railway construction area with people scattered and sleeping in huts( with poor conditions and no protection). they were killed by lions sneaking at night in to the huts and killing them in their sleep!
so the gun and an expert hunter needed to get it done( he used help of them for the ambush-scaffolding, light and luring etc)
it all happened in 3 weeks for this reason
