Weird cop

Is the cop really believing Jamal will be waiting to get back to L.A. and go to jail for the rest of his life ?

If I was Jamal I would have fled or something.

There was no admissible evidence and no warrant for the reformed Gangbangers arrest, so that Cop couldn't do jack sh!t to him back in L.A.

My car is fast, my teeth is shiny, I tell all the girls they can kiss my heinie!

The cop would have to do much research when he got back to L.A.; dates, places, times, weapons used. He couldn't just cuff him the minute they arrived in Los Angeles County.
May I bone your kipper, Mademoiselle?

For some reason no one ever mentions that Randy Quaid has a very small role as the really weird cop who pulls them over and searches the bus.

If you tell a cop you killed somebody, I have to think they can arrest you for that alone, but I'm not sure murder itself could be the charge at that time, considering they don't have the exact identity of a victim yet. Of course, the cop might have to answer as to why he didn't make the arrest and contact nearby authorities immediately instead of going to the march first. A lot of artistic license going on with this scene, obviously. I think it's purpose is to establish how stubborn the cop is and how indifferent his ideology on law enforcement is with the other guys.
