Toby Wong (Mark Dacascos) does this incredible punch were he waves his hands around in a "raver" figure-8 motion then delivers a inverted fist. Is this an actual technique? If so, what martial art is it practiced in and what is the name of the punch?
Not really a technique, more of a show thing. I learned how to do it studying the way of the black fist, which is a form of Kung - Fu. But I'm pretty sure you can learn it elsewhere.
It's not so much a specific technique as just a regular punch, with a little flashy arm movement at the start. The movements do not add any power to the strike, nor do they enable better blocking advantage. They are simply for show and in the magic of hollywood are meant to make it look more special than a simple punch.

I met Mark at the San Diego Comic Con a couple months ago. He told me that Koichi Sakamoto came up with the idea of the punch. Its based on one of the principles of Chinese martial arts: focusing and gathering chi, then releasing it.
Flashy stuff like that can have a practical application in a fight. It can distract an opponent so he won't see the actual punch coming until it's too late.
