It felt more like 70's police drama for TV

Its hard to believe that this was released only 13 years ago.

The movie has a "vintage" feel.

It was released in the mid 1990's, but if I didn't know any better, I would have thought that the movie was written, set, filmed, and produced in the 1970's or maybe the 1980's.

It felt more like McCloud, Dirty Harry, Rockford Files or all those Quinn Martin produced TV series. At best it maybe come as far as Miami Vice, or the very first half season of Law and Order, certainly nothing like anything we have come to recognize as police drama in the "forensic: CSI era".

Erm, wouldn't the 90s cars be a clue? I'm watching it at only 15 minutes in and don't see anything that looks 70s or 80s.
