Did Family Guy borrow from this?

The story of the man with a dog head sounded strangely familiar to me. I felt like I had heard or seen something of that sort - a dog living among humans, being equal to humans, but still partly a dog. Then it dawned on me - Family Guy, of course. But I think we can find somewhat similar ideas (animals living as humans among humans) in other places as well. In Bulgakov's "Master and Margarita" there was a cat.
